ABOUT INSPECTION

On the State Inspectorate for Supervision of Quality in Education under the Cabinet of Ministers of the Republic of Uzbekistan
I-CHAPTER. GENERAL RULES
II-CHAPTER. MAIN FUNCTIONS AND FUNCTIONS OF THE STATE INSPECTION

8.   The main tasks of the State Inspectorate are:

control over the quality of the educational process in the education system, the teaching staff, training and retraining of personnel, the implementation of state policy on the assignment of qualifications to teachers;

attestation and state accreditation of educational institutions, regardless of their affiliation and form of ownership;

to analyze the compliance of the knowledge of pupils, students and listeners with the state educational standards, state requirements and qualification requirements of the Republic of Uzbekistan  , to determine the rating of educational institutions;

Organization of licensing of non-governmental educational institutions as a working body of the Commission for Licensing of Non-Governmental Educational Institutions of the Cabinet of Ministers of the Republic of Uzbekistan;

organization of recognition and nostrification (determination of equivalence) of educational documents issued in foreign countries;

Examination of documents submitted for the issuance of permits for the right of foreign educational institutions to conduct educational activities in the territory of the Republic  

Apostille on official documents issued by educational and research institutions.

9. The State Inspectorate shall perform the following functions in order to perform the tasks assigned to it:

a) in the field of implementation of state policy on quality control in the educational process, teaching staff, training and retraining in the education system:

Systematic analysis of the compliance of the knowledge of pupils, students and listeners with the state educational standards, state requirements and qualification requirements of the Republic of Uzbekistan  

development of draft normative and legal documents for the assignment of positions and qualifications to teachers;

drawing up and approval of schedules for the organization of the process of awarding qualifications to teachers;

Coordinating and overseeing the activities of education authorities and local executive authorities in organizing and conducting the transfer of positions and qualifications in accordance with the teaching staff;

formation of a database on the periodicity of assigning positions and qualifications to teachers  

organization of assignment of positions and qualifications to teachers;

issuance of certificates of qualification categories to teachers of positions and qualifications;

to publish on the official website of the State Inspectorate the information on the issuance of certificates of positions and qualifications based on the results of control tests of teachers  

Development of proposals for improving the qualification requirements for the quality of training   based on the proposals of employers on the quality of training in educational institutions;

examination of state educational standards, state requirements and qualification requirements, as well as curricula and programs developed on the basis of them for all types of education;

organization and implementation of monitoring the quality of education and training in educational institutions;

to monitor the impartiality and fairness of science olympiads, competitions and various contests organized in the system of continuing education, to analyze the results;

establish international   cooperation in the field of education quality assessment  

b) in the field of attestation and state accreditation of educational institutions, regardless of their departmental affiliation and organizational-legal form:

The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Center for Secondary Special and Vocational Education   and the Ministry of Public Education jointly monitor the quality of education and the activities of educational institutions. development of evaluation criteria;

development of control materials used in the process of quality control of education   and certification, implementation of a set of measures for confidentiality;

develop and improve a mechanism for the selection, training and selection of experts to be involved in the certification of educational institutions;

development and approval of attestation schedules for educational institutions;

coordinate and monitor the process of attestation and state accreditation of educational institutions  

monitoring the quality of education, ensuring the timely elimination of deficiencies identified during the certification process  

state accreditation of educational institutions based on the results of attestation;

maintain a register of state-accredited educational institutions;

preparation of expert opinions, reports, analytical materials on the process and results of the certification of educational institutions;

to draw appropriate conclusions on the establishment (reorganization, liquidation) of educational institutions, regardless of their departmental affiliation and organizational-legal form, and the revision of their status;

c) in the field of analysis of compliance of knowledge of pupils, students and listeners with the state educational standards, state requirements and qualification requirements of the Republic of Uzbekistan, determination of the rating of educational institutions:

develop control materials to assess the knowledge of students and trainees;

the level of educational readiness of graduates on the basis of control, analysis of results, identification of factors affecting the quality of education, including the selection of general education and vocational subjects in educational institutions and identification of factors affecting the quality of education through monitoring the quality of teaching;

organization of intellectual contests, competitions aimed at improving the quality of education among students, pupils and listeners, the level of compliance with state educational standards, state requirements and qualification requirements  

organize the development of organizational, legal and methodological guidelines for monitoring and control over the quality of education and training;

monitoring the quality of education and training based on modern information and telecommunications technologies;

conducting public surveys to study the quality of teaching and training in educational institutions;

preparation of analytical data on the results of education quality assessment;

determine the rating of educational institutions on the general state of quality of education and training based on the results of the assessment of the quality of education;

g) in the field of licensing of non-governmental educational institutions as a working body of the Commission for licensing the activities of non-governmental educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan:

arranging for the receipt and processing of applicants' licensing applications;

preparation of an expert opinion on the results of consideration of applications;

informing applicants about the results of consideration of applications  

Registration and issuance of licenses to non-governmental educational institutions on the basis of positive expert opinions;

d) in the field of organization of recognition and nostrification (determination of equivalence) of documents on education issued in foreign countries:

The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Ministry of Public Education, the Ministry of Justice and other interested ministries and departments in foreign countries in the relevant areas of education (specialties) formation and organization of the work of the expert commission (hereinafter referred to as the Expert Commission) on the recognition and nostrification (determination of equivalence) of the issued documents on education;

to receive from applicants   education and other   documents required for the recognition and nostrification (determination of equivalence) of documents on education issued in foreign countries;

to determine the availability of all necessary documents for the process of nostrification (registration of equivalence) of educational documents and to organize the submission of materials to the Commission of Experts;

Organize the preparation of the conclusion on the results of the examination of the document on education submitted by the expert commission for nostrification (registration of equivalence);

Inform the applicant about the conclusion of the expert commission  

arrange for the issuance of state-issued certificates to the applicant upon recognition and nostrification (registration of equivalence) of documents on education in foreign countries;

e) in the field of examination of documents submitted for the issuance of permits for the right to conduct educational activities of foreign educational institutions in the territory of the Republic:

Receipt of documents submitted for the issuance of permits for the right of foreign educational institutions to conduct educational activities in the territory of the Republic  

Examination of documents submitted for the issuance of permits for the right of foreign educational institutions to conduct educational activities in the territory of the Republic  

preparation of an expert opinion on the adequacy of teaching staff, material and technical base, teaching and laboratory equipment and other technical means for the implementation of the educational program;

j) in the field of apostille of official documents issued by educational and research institutions:

  Receipt   applications for apostille   and relevant   documents   and registration;

consider an apostille   application;

to inform the applicant about the results of consideration of the application for apostille  

10.   Territorial Departments   perform the following functions:

Coordinating and overseeing the certification of educational institutions, its quality and effective organization  

coordination of cooperation between the State Inspectorate and territorial administrations in the field of education in the process of attestation of educational institutions;

Higher education, postgraduate education   and training and retraining of personnel in the process of attestation of educational institutions 'coordination of the internal certification process;

to carry out organizational work in the process of monitoring and quality control of education and training.

III-CHAPTER. RIGHTS AND RESPONSIBILITIES OF THE STATE INSPECTORATE

11. The State Inspectorate has the following rights to perform the tasks and functions assigned to it:

to receive the necessary information and materials from ministries, departments and educational institutions to perform the tasks and functions assigned to them;

on education by the heads of educational and research institutions on the quality control of educational processes in the education system, the composition of faculty, training and retraining of personnel   suspend the execution of orders, decrees and regulations issued in violation of the law   documents    

to check the quality of education in educational institutions, the compliance of curricula and programs for all types of education with state educational standards, state requirements and qualification requirements in the prescribed manner;

Request information from education authorities and educational institutions on the work done to address the shortcomings identified during the certification process  

provision of scientific-methodical and information-consulting services on a contractual basis;

Innovative laboratories, designation of basic educational institutions, targeted research, creative establishment of groups, scientific councils and commissions;

cooperate with ministries and departments, international and foreign organizations within its competence;

organizing and participating in international conferences, congresses, symposiums, seminars and trainings on the quality of education and training, as well as participation in negotiations on interstate and   intergovernmental cooperation  

monitoring the quality of education, conferences, meetings with local government and education authorities, citizens' self-government bodies, heads and specialists of non-governmental non-profit organizations on issues within its competence. holding meetings, seminars and other events;

development of manuals, methodical developments, control materials on issues within its competence;

to impose fines on the heads and pedagogical staff of educational institutions for shortcomings and deficiencies identified in the process of attestation of educational institutions  

The State Inspectorate may have other rights under the law.

12. The State Inspectorate has the right to adopt normative and legal acts within its competence, which are binding on ministries, state committees, agencies, local state authorities, other organizations, officials and citizens.

The State Inspectorate has the right, if necessary, together with other public administration bodies to issue joint decisions and other documents in the prescribed manner.

13. The State Inspectorate is responsible for the implementation of the tasks and functions assigned to it in the manner prescribed by law.

IV-CHAPTER. ORGANIZATION OF STATE INSPECTION ACTIVITIES

14. The State Inspectorate is headed by a Chief, who is appointed and dismissed in accordance with the procedure established by the Cabinet of Ministers of the Republic of Uzbekistan.

The Deputy Chief of the State Inspectorate shall be appointed and dismissed in accordance with the procedure established by the Cabinet of Ministers of the Republic of Uzbekistan.

According to the status of the head of the State Inspectorate, he is equal to the Minister of the Republic of Uzbekistan, and the Deputy - to the Deputy Minister, respectively.

Heads of departments, divisions and employees of the State Inspectorate, including employees of territorial divisions, shall be appointed and dismissed by the Head of the State Inspectorate.

15. Head of the State Inspectorate:

Directly supervises the activities of the State Inspectorate   and is personally responsible for the implementation of the tasks and functions assigned to the State Inspectorate;

Issue orders and instructions that must be complied with by the State Inspectorate;

Approves the regulations on the structural units and   Territorial Departments of the State Inspectorate;

Makes   decisions   on issues within the competence of the State Inspectorate  

Organizes the development of current and future plans of the State Inspectorate;

Encourages the staff of the State Inspectorate   and recommends them to be awarded state awards, honorary titles, honorary diplomas;

The State Inspectorate will take disciplinary action against employees if necessary.

The head of the State Inspectorate may exercise other powers in accordance with the law.

16. The State Inspectorate shall establish a scientific-methodical council consisting of the head of the State Inspectorate, his deputy, heads of departments, heads of departments and highly qualified personnel. The number and composition of the members of the Scientific-Methodical Council shall be approved by the order of the Chief of the State Inspectorate.

17. The Scientific-Methodical Council shall consider issues related to scientific, methodological and normative-legal documents related to the implementation of the tasks assigned to the State Inspectorate in accordance with this Regulation.

Decisions of the Scientific-Methodical Council are carried out by the order of the Chief of the State Inspectorate.

V-CHAPTER. FINANCING OF STATE INSPECTORATE ACTIVITIES

18. The activity of the State Inspectorate is financed from the following sources:

Funds of the State Budget of the Republic of Uzbekistan;

sponsors - funds of legal entities and individuals, residents and non-residents of the Republic of Uzbekistan;

grants, service income   and other sources not prohibited by   legislation.

19. The cost estimate, income and expense estimate of the State Inspectorate shall be approved by the Head of the State Inspectorate in accordance with the established procedure and registered with the Ministry of Finance of the Republic of Uzbekistan.

20. The State Inspectorate may, at the suggestion of its trade union, appoint supervisors to the heads and employees of the State Inspectorate and reward them up to one month's salary.

VI-CHAPTER. FINAL RULE

21. Reorganization and liquidation of the State Inspectorate is carried out in the manner prescribed by law.
